I did all the steps but when I click on the utilities icon, it does not allow me to click recover restrictions passcode.

Honestly, this was worth the money I was locked out of my screen time for a week and needed to access my apps. Its simple to use and aside from giving you your passcode it also retrieves messages, voicemails, videos you may have deleted. Lesson learned to save your passcode somewhere else.
